The Mississippi State Department of Health (MSDH) announces the issuance of a Certificate of Need for the following projects:

Baptist Memorial Hospital - North Mississippi Imaging Services, LLC
Oxford, Mississippi
Transfer of Diagnostic Imaging Services and Equipment

Capital expenditure: $2,797,343

Baptist Memorial Hospital - North Mississippi Imaging Services, LLC received Certificate of Need authority for the acquisition of MRI equipment and a diagnostic center from Baptist Memorial Hospital - North Mississippi. The proposed project does not involve the establishment of new services, relocation of services, construction or renovation.

The total capital expenditure for this project is $2,797,343.


Baptist Memorial Hospital - Union County
New Albany, Mississippi
Establishment of Swing Bed Services

Capital expenditure: $ 0

Baptist Memorial Hospital - Union County received Certificate of Need authority for the establishment of 12 swing beds in place of a 12-bed distinct-part unit known as the Transitional Care Center. The proposed project will allow the hospital to provide extended care to certain patients throughout the hospital without having to maintain a dedicated unit for patients who require additional post-hospital recuperative services.

The total capital expenditure for this project is $0.


North Mississippi Medical Center
Tupelo, Mississippi
Expansion and Renovation of the Women's Hospital

Capital expenditure: $24,500,000

North Mississippi Medical Center received Certificate of Need authority for the expansion and renovation of the existing labor and delivery suite, surgery suite and nursery, and the expansion of the current admission/discharge and business areas at the Women's Hospital. The proposed project involves 49,562 square feet of new construction, as well as 54 new parking spaces linked with the existing parking lots.

The total capital expenditure for this project is $24,500,000.


King's Daughters Hospital of Yazoo County, Inc., d/b/a King's Daughters Hospital of Yazoo City
Yazoo City, Mississippi
Establishment of Mobile MRI Services

Capital expenditure: $500

King's Daughters Hospital of Yazoo City received Certificate of Need authority to establish mobile MRI services at its hospital location on Grand Avenue. The facility plans to offer MRI services for one-half of one day a week by joining an existing mobile MRI route operated by Preferred Imaging, LLC.

The total capital expenditure for this project is $500.


Mississippi Children's Home Society
Jackson, Mississippi
Construction of Arts and Education Building and Cottages for CARES Center, Inc.'s PRTF

Capital expenditure: $5,548,066

Mississippi Children's Home Society (MCHS) received Certificate of Need authority to construct an Arts and Education Building and cottages for the benefit of CARES Center, Inc.'s psychiatric residential treatment facility (PRTF). The proposed project allows MCHS, an affiliate of CARES, Inc., to construct cottages that will house the 16 PRTF beds that are being relocated from Memorial Hospital of Gulfport.

The total capital expenditure for this project is $5,548,066.

Additional Capital Expenditure and Cost Overrun of Construction, Renovation and Relocation of 30 PRTF Beds

Capital expenditure: $2,448,490.43

CARES Center, Inc., received Certificate of Need authority for an amendment and cost overrun on its original Certificate of Need authority to construct, renovate and relocate 30 psychiatric residential treatment facility beds previously purchased from Memorial Hospital of Gulfport, as well as the space to house the beds.

The proposed amendment authorizes an additional $644,090 in capital expenditures.

The total capital expenditure for this project is $2,448,490.43.


River Region Medical Center
Vicksburg, Mississippi
Relocation of Chemical Dependency Beds and Services

Capital expenditure: $953,195

River Region Medical Center received Certificate of Need authority for the relocation of its chemical dependency beds and services from the Marian Hill facility on McAuley Drive to the River Region Medical Center's West Campus location. This relocation would entail a renovation of 22,338 square feet on the fourth floor of the West Campus location.

The total capital expenditure for this project is $953,195.


Singing River Hospital System, d/b/a Singing River Hospital
Pascagoula, Mississippi
Construction of a Medical Office Building

Capital expenditure: $13,628,201

Singing River Hospital received Certificate of Need authority for the construction of a three-story medical office building adjacent to the existing hospital in Pascagoula. The building will consist of approximately 54,812 square feet of new construction.

The total capital expenditure for this project is $13,628,201.

Mississippi's Certificate of Need process is a fundamental component of the state's health planning and health regulatory activities. In managing the Certificate of Need process, the Department seeks to prevent unnecessary duplication of health resources; to provide cost containment; to improve the health of Mississippi residents; and to increase accessibility, acceptability, continuity and quality of health services.

The Mississippi State Department of Health has administered the Certificate of Need program since July 1986. During that period, more than 1,300 Certificate of Need applications have been reviewed representing total capital expenditures of approximately $4 billion. The next Certificate of Need monthly meeting will be July 31, 2008 at the Mississippi State Department of Health offices in Jackson.
