State Health Officer Announces Certificate of Need Decisions

The Mississippi State Department of Health (MSDH) announces the issuance of a Certificate of Need (CON) for the following projects:

Diamond Grove Center, LLC, d/b/a Diamond Grove Center
Louisville, Mississippi
Addition of 20 Child/Adolescent Acute Psychiatric Beds

Capital expenditure: $4,500,000

Diamond Grove Center, LLC received Certificate of Need authority for the addition of 20 Child/Adolescent Acute Psychiatric Beds.

The proposed project will include the construction of a new, 15,000-square-foot, single story, freestanding building to house the additional 20 beds, as well as the renovation of 6,000 square feet of existing space to accommodate and support the demands of the new beds.

The total capital expenditure for this project is $4,500,000.


Forrest General Hospital, d/b/a Highland Community Hospital
Picayune, Mississippi
Construction of a Replacement Facility

Capital expenditure: $75,829,000

Forrest General Hospital received Certificate of Need authority for the construction of a replacement facility at its Highland Community Hospital location.

The proposed project will include the construction, relocation and replacement of a 95-bed acute care facility located on Goodyear Boulevard in Picayune. The proposed project will replace and relocate the facility to a location on Highway 11.

The total capital expenditure for this project is $75,829,000.


Singing River Hospital System, d/b/a Ocean Springs Hospital
Ocean Springs, Mississippi
Addition of Backup Generator, Three Centrifugal Chillers and Electrical Distribution

Capital expenditure: $6,814,017

Singing River Hospital System received Certificate of Need authority for the addition of a backup generator, three centrifugal chillers and electrical distribution for Ocean Springs Hospital.

The proposed project will include the purchase of a backup generator, three new 750 ton centrifugal chillers and main electrical switchgear for the hospital. In association with the new equipment, the facility will also purchase underground electrical cabling, electrical transfer switches, breakers, chill water piping and three chilled water pumps.

The total capital expenditure for this project is $6,814,017.


Singing River Hospital System, d/b/a Singing River Hospital
Pascagoula, Mississippi
Renovation of Emergency Department and Patient Care Area

Capital expenditure: $9,473,202

Singing River Hospital received Certificate of Need authority for the renovation of its emergency department and patient care area.

The proposed project will include the renovation and refurbishment of certain patient care areas and the emergency department in order to bring the units up to current standards of care.

The total capital expenditure for this project is $9,473,202.

Mississippi's Certificate of Need process is a fundamental component of the state's health planning and health regulatory activities. In managing the Certificate of Need process, the Department seeks to prevent unnecessary duplication of health resources; to provide cost containment; to improve the health of Mississippi residents; and to increase accessibility, acceptability, continuity and quality of health services.

The Mississippi State Department of Health has administered the Certificate of Need program since July 1986. During that period, more than 1,300 Certificate of Need applications have been reviewed representing total capital expenditures of approximately $4 billion. The next Certificate of Need monthly meeting will be May 1, 2008, at the Mississippi State Department of Health offices in Jackson.
