The Mississippi State Department of Health (MSDH) announces the issuance of a Certificate of Need (CON) for the following projects:

Jeff Anderson Regional Medical Center
Meridian, Mississippi
Construction/Expansion of a Medical Office Building

Capital expenditure: $18,468,476

Jeff Anderson Regional Medical Center received Certificate of Need authority for the construction, renovation and expansion of an existing medical office building.

The proposed project is an expansion of the Medical Towers, a six-story medical office building. The additional space will be used to provide staff physicians with appropriate medical office space and will consist of approximately 105,826 square feet.

The total capital expenditure for this project is $18,468,476.


Magnolia Regional Health Center
Corinth, Mississippi
Construction of a Freestanding Cancer Center Building

Capital expenditure: $10,405,162

Magnolia Regional Health Center received Certificate of Need authority to construct a comprehensive freestanding cancer center building.

The proposed project includes construction of a 17,487-square-foot building comprising medical oncology, radiation oncology and support services in an accessible, signature facility in which physicians, hospital and supportive care professionals collaborate with focus radiation therapy equipment.

The total capital expenditure for this project is $10,405,162.


Martha Coker Convalescent Home
Yazoo City, Mississippi
Additional Capital Expenditure for Site Change and Cost Overrum of 41-Bed Replacement Nursing Home Facility and Addition of 19 Nursing Home Beds

Additional capital expenditure: $2,491,898
Total capital expenditure: $9,279,050

Martha Coker Convalescent Home received Certificate of Need authority for an amendment and cost overrun on its original Certificate of Need authority to construct a replacement facility consisting of 41 skilled nursing facility beds and 19 assisted living units.

The proposed amendment authorizes an additional $2,491,898 in capital expenditures and allows the convalescent care home to relocate the proposed construction site.

The total capital expenditure for this project is $9,279,050.


Physicians and Surgeons Hospital Group, D/B/A Tri-Lakes Medical Center
Batesville, Mississippi
Relocation/Addition of Five Adult Psychiatric Beds

Capital expenditure: $3,000

Tri-Lakes Medical Center received Certificate of Need authority to relocate/add five adult psychiatric beds.

The proposed project entails expanding Tri-Lakes' adult psychiatric unit bed capacity from the present 10 beds to 15 beds. The medical center has entered into a lease agreement with Brentwood Behavioral HealthCare for lease of 10 adult psychiatric beds and proposes to amend that lease for five additional beds.

The total capital expenditure for this project is $3,000.

Mississippi's Certificate of Need process is a fundamental component of the state's health planning and health regulatory activities. In managing the Certificate of Need process, the Department seeks to prevent unnecessary duplication of health resources; to provide cost containment; to improve the health of Mississippi residents; and to increase accessibility, acceptability, continuity and quality of health services.

The Mississippi State Department of Health has administered the Certificate of Need program since July 1986. During that period, more than 1,300 Certificate of Need applications have been reviewed representing total capital expenditures of approximately $4 billion. The next Certificate of Need monthly meeting will be February 1, 2008, at the Mississippi State Department of Health offices in Jackson.
