State Health Officer Announces Certificate of Need Decisions

December 22, 2005 — On December 15, 2005, the Mississippi Department of Health (MDH) announced the issuance of a Certificate of Need (CON) for the following projects:

Magnolia Regional Health Center, Corinth
Conversion of 13 Rehab Beds to Acute Care Status

Magnolia Regional Health Center requests Certificate of Need (CON) authority to convert 13 Level II rehabilitation beds back to 13 acute care surgical beds at the hospital. Magnolia Regional Health Center wishes to close its Level II rehab beds and return to their original status of 145 acute care medical surgical and 19 psychiatric beds.

According to Magnolia Regional Health Center officials there is no cost associated with the change of bed status. The total capital expenditure for this project is $0.


Tri-Lakes Medical Center, Batesville
Establishment/Lease/Relocation of 10-Adult Psychiatric Beds

Tri-Lakes Medical Center requests Certificate of Need (CON) authority for the establishment of a 10-bed adult psychiatric unit through a lease agreement with Psychiatric Solutions, Inc. d/b/a Brentwood Behavioral Healthcare of Mississippi. The beds will be relocated to Tri-Lakes behavioral health center in Batesville.

The total capital expenditure for this project is $0; however, Tri-Lakes Medical Center will pay $25, 000 per month for the beds on an operating lease.


Yalobusha General Hospital and Nursing Home, Water Valley
Cost Overrun/Amendment to CON #R-0617 (Addition of 60 Nursing Home Beds)

Yalobusha General Hospital and Nursing Home requests Certificate of Need (CON) authority for a cost overrun on CON #R-0617 to add a family/living room to the end of the A wing by constructing 1, 204 square feet of new space. Also, the additional money will pay for all final costs associated with the construction project. The total additional capital expenditure for this project is $ 1,057,503.


Montfort Jones Memorial Hospital, Kosciusko
Establishment of Magnetic Resonance Imaging (MRI) Services

Montfort Jones Memorial Hospital requests Certificate of Need (CON) authority to offer magnetic resonance imaging (MRI) services five days per week. Montfort Jones Memorial will provide MRI services through a contractual agreement with Kosciusko Medical Clinic.


Baptist Medical Center, Jackson
Emergency Suite Renovation and Configuration Project

Mississippi Baptist Medical Center requests Certificate of Need (CON) authority to renovate and reconfigure the emergency suite and express care suite within the hospital. The current hospital emergency room and express care clinical, administrative, and waiting spaces will be involved in the renovation.

The renovation will add 19 more emergency room patient stations, four express care patient stations and seven observations stations. No major medical equipment and no new health care services or facilities are required. Total capital expenditure for the renovation is $3,614,632.

Mississippi Baptist Medical Center is a Mississippi non-profit corporation located in Jackson. The 639 bed short term general acute care hospital consists of 517 medical/surgical beds, 24 geriatric psychiatric beds, 78 adult chemical dependency beds and 20 adolescent chemical dependency beds.


Rankin Medical Center, Brandon
Construction of Medical Office Building

Rankin Medical Center requests Certificate of Need (CON) authority to construct a medical office building next to the existing hospital. The medical office building construction of 30,100 square feet will include two floors, in which approximately 24,459 square feet of space will be leased to local physicians. The remaining area will house the facility's wound care center, laboratory and X-ray rooms.

Rankin Medical Center is a 134-bed acute care hospital licensed and operated by Brandon Health Management Associates, Inc. The total capital expenditure for this project is $5,365,580.


The Medical Towers at Tuscan Court, Magee
Construction of a Medical Office Building

The Medical Towers of Tuscan Court requests Certificate of Need (CON) authority to construct a medical office building next to Magee General Hospital. The building will consist of three floors and will be 48,000 square feet of medical office space. Total capital expenditure for this project is $3,812,801. The Medical Towers of Tuscan Court is a for-profit, proprietary, limited liability company.


Scott Medical Imaging, Carthage
Amendment to CON #R-0616 (Establishment of MRI Services)
Addition of Leake Memorial Hospital as a Mobile MRI Site

Scott Medical Imaging (SMI) requests Certificate of Need (CON) authority to add Leake Memorial Hospital (LMH) to their existing mobile route. The mobile MRI unit will be parked at the hospital Monday through Friday and will operate on these days from 8:00 a.m. until noon and from 1:00 p.m. until 5:00 p.m.

Scott Medical Imaging will pay $500 per month to lease the space. The total capital expenditure for this project is $0.


Laird Hospital, Union
Establishment of Mobile MRI Services

Laird Hospital requests Certificate of Need (CON) authority to establish mobile magnetic resonance imaging services (MRI) services. The facility will contract with a mobile MRI equipment vendor, Alliance Imaging, to provide mobile MRI services in the area one day per week.

A board certified radiologist and MRI technologist will be onsite during hours of operation. No construction or renovation is involved with this project.

Laird Hospital is located in Union, Mississippi, and is a 25-bed general/acute care, non-profit, critical access hospital.


Riley Hospital, Meridian, Meridian
Construction of a Medical Office Building

Riley Hospital in Meridian requests Certificate of Need (CON) authority to construct a three-story medical office building next to the existing hospital. The project requires 68,020 square feet of new construction.

The new building will include space for lease by physicians who seek office space located on the hospital grounds, and the project is expected to be ready for occupancy by mid-year 2006. Total capital expenditure for the project is $11,500,900. Riley Hospital is a for-profit, 120-bed, acute care hospital operated by Health Management Associates, Inc. and located in Meridian, Mississippi.

Mississippi's Certificate of Need process is a fundamental component of the state's health planning and health regulatory activities. In managing the Certificate of Need process, the department seeks to prevent unnecessary duplication of health resources; to provide cost containment; to improve the health of Mississippi residents; and to increase accessibility, acceptability, continuity and quality of health services.

The Mississippi Department of Health has administered the Certificate of Need program since July 1986. During that period, more than 1,300 Certificate of Need applications have been reviewed representing total capital expenditures of approximately $4 billion. The next Certificate of Need monthly meeting will be April 28, 2005, at the Mississippi Department of Health in Jackson.
