State Health Officer Announces Certificate of Need Decision
October 28, 2005 — Today, the Mississippi Department of Health (MDH) announced the issuance of a Certificate of Need (CON) for the following projects:
Lee County Specialty Services Hospital, Tupelo Establishment of a 27-Bed Long-Term Acute Care Hospital
MMBNDR581, LLC doing business as Lee County Specialty Services Hospital requests Certificate of Need (CON) authority to construct a 27-bed long-term acute care hospital in Tupelo. The facility will be a newly constructed 18,000 square foot general acute care hospital with space for 27 private patient rooms, administration, therapy rooms, dietary, laundry, housekeeping and other services necessary to provide long-term acute care.
MMBNDR581, LLC is a Louisiana limited-liability company authorized to do business in Mississippi. The capital expenditure for this project is $2,994,000. |
Madison Regional Medical Center, Canton Relocation/Replacement of 67-Bed Hospital
Madison Regional Medical Center requests Certificate of Need (CON) authority to relocate and replace its existing hospital located at Highway 16 East in Canton to another Madison County location on Nissan Parkway. The 67-bed facility would be located near the Interstate 55 interchange at exit 118.
Madison Regional Medical Center expects a first year increase of 29 additional employees as a result of the relocation. Upon completion of the replacement facility and recruitment of additional physicians, Madison Regional Medical Center will offer services including but not limited to: orthopedics, nephrology, family medicine, plastic surgery, pediatrics, obstetrics, internal medicine, inpatient/outpatient surgery, emergency room, clinical laboratory, physical therapy, intensive care, cardiology, neurology and nuclear medicine. The capital expenditure for this project is $42,133,956.
The facility is a wholly-owned subsidiary of Health Management Associates (HMA) of Naples, Florida. HMA owns, leases, and operates nine acute care hospitals in Mississippi. |
Parkwood Behavioral Health System, Olive Branch Expansion of 16 Youth Acute Care Psychiatric Beds
Parkwood Behavioral Health System requests Certificate of Need (CON) authority for the expansion of its acute child/adolescent psychiatric beds. The facility is currently licensed for 36 child/adolescent psychiatric beds. The CON will add 16 additional child/adolescent psychiatric beds and will be completed within six months of the CON approval.
Parkwood Behavioral Health System is a for-profit Delaware corporation authorized to do business in Mississippi. The capital expenditure for this project is $73,000. |
Mississippi's Certificate of Need process is a fundamental component of the state's health planning and health regulatory activities. In managing the Certificate of Need process, the department seeks to prevent unnecessary duplication of health resources; to provide cost containment; to improve the health of Mississippi residents; and to increase accessibility, acceptability, continuity and quality of health services.
The Mississippi Department of Health has administered the Certificate of Need program since July 1986. During that period, more than 1,300 Certificate of Need applications have been reviewed representing total capital expenditures of approximately $4 billion. The next Certificate of Need monthly meeting will be April 28, 2005, at the Mississippi Department of Health in Jackson.
