State Health Officer Announces Certificate of Need Decision

October 10, 2005 — Today, the Mississippi Department of Health (MDH) announced the issuance of a Certificate of Need (CON) for the following projects:

Baptist Memorial Hospital, Booneville
Establishment of Portable Lithotripsy Services

Baptist Memorial Hospital in Booneville requests Certificate of Need (CON) authority to offer part-time, portable extracorporeal shock wave lithotripsy (ESWL) services at the hospital. Baptist Memorial Hospital anticipates that United Medical Services, Inc. will provide the mobile lithotripter for the service.

The lithotripter performs a non-invasive procedure to treat kidney stones by concentrating high energy shock waves on kidney calculi, breaking them into smaller particles. In turn, the particles are passed through the urinary tract.


King's Daughters Medical Center, Brookhaven
Expansion and Renovation of Hospital

King's Daughters Medical Center requests Certificate of Need (CON) authority to expand and renovate 47,345 square feet of hospital space and construct 13,897 square feet of space designated for new additions to the facility.

The new construction will consist of a new emergency room, an eight-bed intensive care/cardiac care unit, a nurses' station and rooms designated for ten private beds. Also, space will be allocated for a staff lounge, storage area, laundry area, a pharmacy and an emergency staircase. King's Daughters Medical Center plans to upgrade their water and sewer system, add new parking areas, and construct a new helicopter pad. The total capital expenditure for this project is $11,322,393.


Magee General Hospital, Magee
Expansion of Hospital

Magee General Hospital requests Certificate of Need (CON) authority to upgrade and expand areas of the hospital such as the surgery, laboratory, radiology, labor and delivery departments of the hospital.

The facility would completely demolish 36,500 square feet that currently houses administration, surgery, laboratory, radiology, outpatient clinics, and labor and delivery. The project will include 40,000 square feet of new construction to replace and expand surgery, laboratory, radiology, and labor and delivery at Magee General Hospital. The total capital expenditure for this project is $10,339,892. Magee General Hospital is a 64-bed general acute care hospital with eight geriatric psychiatric beds.


Rush Foundation Hospital, Meridian
Third Floor Renovation Project

Rush Foundation Hospital requests Certificate of Need (CON) authority to renovate the third floor of the hospital to update its women's center. The hospital is responding to a community need to offer state-of-the-art women's services in modern facilities taking into account technology, equipment and medical advances appropriate to offering these services.

According to Rush Foundation Hospital, phasing the proposed renovation in five stages will allow for less disruption to patients and enable the hospital to continue to offer women's health services during renovation. The total capital expenditure for this project is $5,828,765.


Wayne General Hospital, Waynesboro
Establishment of Mobile MRI Services

Wayne General Hospital requests Certificate of Need (CON) authority to establish MRI services at their facility by contracting with a mobile MRI equipment vendor, InSight Health Corporation.

The mobile MRI will provide MRI services ten hours per week at Wayne General Hospital in which a board certified radiologist will be onsite during hours of operation. The total capital expenditure for this project is $10,000.


Webster Health Services d/b/a Webster Hospital, Eupora
Establishment of a Mobile Magnetic Resonance Imaging (MRI) Services

Webster Health Services requests Certificate of Need (CON) authority to establish mobile magnetic resonance imaging (MRI) services two days per week. The facility will provide mobile MRI services through a contractual agreement with Alliance Imaging, Inc., of Alabaster, Alabama. The total capital expenditure for this project is $40,000.

Webster Health Services, doing business as Webster Hospital, is a short-term acute care hospital licensed to operate 43 acute care beds. The facility is certified by the Joint Commission on Accreditation of Healthcare Organizations and licensed by MDH.

Mississippi's Certificate of Need process is a fundamental component of the state's health planning and health regulatory activities. In managing the Certificate of Need process, the department seeks to prevent unnecessary duplication of health resources; to provide cost containment; to improve the health of Mississippi residents; and to increase accessibility, acceptability, continuity and quality of health services.

The Mississippi Department of Health has administered the Certificate of Need program since July 1986. During that period, more than 1,300 Certificate of Need applications have been reviewed representing total capital expenditures of approximately $4 billion. The next Certificate of Need monthly meeting will be April 28, 2005, at the Mississippi Department of Health in Jackson.
